Middle School students, including private, church based and home-schooled students in the 6th, 7th, 8th or 9th grade, and/or members of Scouting, C.A.R.

ROTC or JROTC Cadet
The recipient is selected by the Commanding Officer of the ROTC or JROTC unit. The cadet is selected for having a high degree of merit with respect to leadership qualities, military bearing, and general excellence.
